Yep anon, that's how it works. the artists working in animation today aren't disciples of Toriyama, they have their own influences as that style fell out of favour for more modern-looking ones. As well as the overall overlords of the series dictating they need to make the thing look more like GF's creations, continuing the Great Retcon they've been at since Gen III, updating everything to match how GF see it in the here and now.
