Psuedos are almost always like that. They're rare and in out of the way locations (Dratini needs to be fished up in a specific part of the Safari Zone with a Super Rod, Bagon is found in the back of one room in Meteor Falls you can't get to until you have all 8 badges, Gible is in a very well hidden entrance to an optional cave) or are straight up postgame like Larvitar and Beldum. They're not supposed to be used for playthroughs, they're meant to be the aces for Champions, competitive battling, and battle facilities.
