LGPE is a remake and remakes are their own categories, Legend is a spin-off until proven wrong by them doing more of these style of games.

Anon, the rehash of SS already pointed to the direction they ended up taking in Legends (everything from cave and icy mountain exploration) coupled with a re-focusing on one of the core tenets of the series and core motivation on the journey undertaken by all players in Gen I, while re-working the battle system and moves to potentially evolve the game for the future.
But if you need to call it a spin-off to cope with not getting Mega Diamond/Pearl, like /vp/ told you was GUARANTEED to happen, you're unsalvageable.
