You're allowed to make a romhack about your favorite pokémon game. You can't make overhauls, you can just add or change something in the game that in your opinion will make it better.

Polished Crystal does this and it's retarded. Just adding shit for the sake of adding shit. It just bloats the map and makes it a mess.

GAME FREAK may be bottom of the barrel developers, but I am forever thankful that they don't listen to fans.

Replace Whitney' Clefairy by another Normal Type like Jigglypuff or Aipom)
Of course those changes are not obligatory if the Fairy Type can't be implemented in HGSS.
-Changes the location of the items use for the Gen 4 Evos and Pre-evolutions that are Post-Game to be before it. Example: Protector is still in Mt Mortar but it's not locked behind the Rock Climb HM)
-Add 1-2 houses near Route 32's Pokécenter, making some sort of tiny non-named settlement.

Anyone dedicated enough can make a romhack. It's not something someone must "allow" you to do.

If the Goldenrod Gym becomes Fairy Type, Beauty Victoria's Sentret and Beauty Samantha's Meowth has to be changed. (With Miltank gaining the Fairy Type. It's too iconic to be replaced)
If it stays Normal Type, Only Lass Carrie's Snubbull will need to go. (With Whitney's Clefairy like i said before)

Not him but Polished Crystal does it a ton which really adds up. I don't mind some of the new additions it has (Cinnabar actually having a volcano dungeon, retroactively adding some of the HGSS content) but there's a lot of connections that feel like they serve hardly any purpose other than just to pad the map out, like Violet City and Mt. Mortar or Cherrygrove to Route 32.

I get why some people would like it (because at the end of the day, its technically more content) but a lot of it isn't anything substantial, interesting, or even purposeful.
