Honestly the way Legendary Pokemon even function should be totally different, catch rates are such a shit way to set them apart from normal Pokemon. Trying to catch a legendary Pokemon should be like a Max Raid battle, you should be able to use multiple Pokemon and fight it like a boss, not just another normal Pokemon. The challenge should be in weakening it, not rolling the dice until you get a good result while it's at 1 HP and asleep.

they are called UB
