If Giritina clan isn't in base game maybe that, or an Arceus clan filled with strong trainers.
Next guess could be Johto region, but game freak aren't based enough to add something like that so probably just some islands with pokemon that weren't in the game.

I would add to your islands idea with a "migratory species" schtick in order to explain why they weren't available beforehand and make it a bit more organic to the game world
