He in the original timeline g/s/c had no intentions of dominating the world, that's why we see him at the pwt and no one cares
While in the remakes (frlg and hgss) he lied to the player, as we see that they do have another base on one of the sevii islands, and in lgpe he does have other guy who could act as a leader, he met him earlier somehow, which is why he wanted to rebuild team rocket
As to why this is, it's just the lame multiverse theory
