Some of them will for example ask for the parents consant for the situation to be considered legal, some will use this but if 17 then the teen consent is enough, and so on. But, in practice, it's not a lot of time we see these rules applied that well, a lot of 30+ yo will go out with 15+ yo. I've known quite a few girls when I was younger who did just that and were in a "relationship" with older guys and nothing ever happened to them because the parents knew shit and the girls wouldn't say shit. And one of my closest friend was still with the guy when 22 and the parents tried everything they could for them to not be together, and she was 13 back then and he was 31.
