Game Freak had too many Pokémon to work with and not enough time to create the on field animations for just this small batch. So something like Starly flying or hopping away which was never there before. Each Pokémon has some new interaction and that took time.
As expected, GF made a game that is too ambitious for them and they had to cut it short because they need annual releases.
The annualization of this series on more complex hardware ruined Pokémon. Game Freak barely could handle spritework and limited 3D modeling and texturing, and churned out annual games. They are releasing console level games with mediocre graphics and animations, and limited Pokémon availability due to the time needed to program new animations for modern gaming.
