Primal Kyogre is one of the best designs IMO. It took a simply design and made it more sleek. I'm not much of a fan of Primal Groudon though and Mega Rayquaza is too edgy. They're all better than the "Lord forms" in PLA though.

Because their abilities were nerfed in Gen 6 due to Gen 5 weather wars so they needed new abilities. Also to advertise Megas (Primals are basically megas) which were the regional gimmick of Gen 6.
