Porygon fell through the time vortex with you, it's literally only found in the wild storms where time is distorted. It's dumb as fuck sure but it's a massive part of the plot and the game, and at least they attempted to explain it

For people who do not play the game or have watched any footage. There are distortion area's which are like areas where time and space are altered. Pokemon will warp out of thin air, some of these being Pokemon from the future such as Magnezone and Porygon. From what I've seen they can't be found anywhere else.
