Dialga, Palkia and Giratina are the god's power, Uxie, Mesprit and Azelf are god's mind (hence why they can control/limit the power with the red chain) and Arceus is the creator aspect of god, who creates the others and gives life itself (literally the only time a pokémon has been seen making out an egg).
Considering Legends' new lore it would be more fitting to call PokéGod "Sinnoh", then Arceus, Dialga, Palkia, Giratina, Uxie, Mesprit and Azelf are Sinnoh's incarnations.
