We don't know, as far as I know nobody has fought it yet. Volo & Giratina seemed like a huge leap from the base game and Arceus is the endgame boss, plus it seems to have a Noble-style fight, so while maybe it's not Shiva hard (I recently beat it myself and it was a pain in the ass) it can make for a decent challenge.
