It has always been the case, stop being delusional, there isn't a single generation without some strange or mediocre designs. And if you expect shit like you've shown on that pic, go find a different game than Pokémon because they won't ever do that. Monster Hunter, Digimon, Coromon, Nexomon, etc... you have so many to choose from.
