The idea that Pokemon don't understand human speech is contradicted by pretty much everything. They clearly do understand if only for plot convenience. Pokemon understand what humans are saying, are shown to have human-like conversations themselves, and understand and carry out extremely complex and specific commands.

Most pokemon can understand context and emotions.

Only psychic/legendary/some rare exception pokemon can really grasp human language in its entirety.

You say that but there's pokedex entries that clearly set aside that only few Pokemon can understand human speech. Lapras and Ninetales in Gen I for example. Chatot new entry states that older and more experience Chatots can understand what they're mimicking too implying that they originally don't.

When has it ever been stated psychics can grasp human language while others can't? The only execption so far have been legendaries and Pokemon like Lapras and Ninetales as stated by the dex.

Except they're clearly shown to understand human speech from the moment they're caught/hatched. Hell, even wild Pokemon are shown to understand humans

They understand you are as well as a rural Chinese farmer understands an English speaker.

They can gauge context, read your body language, and see your emotional state.

The can quickly pick up words like dogs in regards to important keywords like attacks.

I'd argue most Pokémon are intelligent enough to learn Human language, but many have no really reason to.

Some thing are done out of convenience. For the sake of gameplay they have every Pokemon being able to understand commands when caught. Dogmeat in Fallout 4 could understand the commands of the Sole Survivor from the get go for example.

Game world Pokemon are different than anime world Pokemon. They’re dumber, much closer to wild animals. This is proven by the fact that Meowth from Let’s Go wasn’t able to talk.
They do this so more people will watch the anime, because the anime is better about giving the Pokemon some personality and focus, not including side games like PMD.
