It's pokemon legends arceus for a reason. It's Arceus because Arceus is god. There won't be legends raquaza, or legends lugia, or legends kyurem, or legends anything else. You don't start with god and then keep going down. The next legends game, if there is such a thing, is going to be about whatever super sayan god level 5 they intruduce in gen 9 that stands above Arceus.
