The sad thing is Palkia and Dialga don't even need new forms. Part of the point of gen 4 was that those two are THE masters of their respective aspects of reality, and that trying to get them to exert this power in a way you wanted would allow you to create a new universe if you so pleased. Frankly I'm surprised they didn't go for a similar situation, since Volo's goal is the same as Cyrus'. They basically just retconned their own lore to make the two legends have retarded plastic forms in order to sell toys.
