If Arceus is the one that sends you to the past, how would this be a subseries?

Is Arceus just gonna start travelling to other regions? Celebi is the only non-Sinnoh mon with time travel, so how are they gonna do a time travel plot in any other region? Is this game not gonna be a series?

The plot of Legends involves Arceus direct creations, so of course he does something? Otherwise it's clear Arceus is very hands-off. I don't understand what you mean really

Remember when nobody knew about the time travel aspect and we all thought it was just set in the past? Just do that, there’s no need for a time travel plot device just so that the MC can have a phone.

true. No one even wanted a time travel plot and once we found out it was just coping to think about how it was a good decision. It's not terrible, but it certainly wasn't necessary.
