Like video game dogs who can clearly understand your commands, like Dogmeat from the Fallout series, yet in-universe dogs don't understand humans. The games and the story do it for ease but the lore reflects something different, that is that most Pokemon don't understand human speech. Multiple pokedex entries reference this and NPCs reference that as well.
