Goodra in Kalos had no shell. Goodra in Hisui had a shell. But the Hisui version were cowards and died out because they were overly-reliant on their shell, while the Kalos version survived.

Okay? The point still remains. The Goodra in other regions didn't descend from Hisuian Goodra. The Goodra we know came first, then they evolved into Hisuian Goodra due to Hisui's iron-rich water.
