The difference is how the lack of quality is more visible as the machines become better and better, that's all. GameFreak has always been decent to good with their game, nothing more. And they will keep being this way because casuals will buy these games and the marchandises, meaning they don't really have to put more effort to win a ton of money, so they will never do it.
If somehow the games were to not sell well many times in a row, they will think they don't have money to put into doing efforts so they will find ways to just cut in the budget, throw safe games, until things go back to normal or their company dies. The only way the company can change is if the people at the top of it change and have a different mentality, and don't expect that to happen. Either you accept their mediocrity and buy what you think you will like even with these issues or you stop caring about Pokémon altogether because you won't make them change.
