Source? Nothing says Eevee can't evolve into Sylveon in modern Sinnoh other than Sylveon not being programmed into any Sinnoh game.

Gameplay is not lore, you fucking retard. An Eevee can evolve into Sylveon in Sinnoh, there just hasn't been a Sinnoh game that has Sylveon in it.

Eevee's evolution into Sylveon isn't region-dependent. It evolves into Sylveon with high friendship + knowing a Fairy type move. If both of those conditions are met, it evolves into Sylveon, the region it's in doesn't matter.

For a serious answer, I don't think there's any lore explanation. Sylveon most likely exists in modern Sinnoh, but it doesn't in BDSP because it didn't exist in the original game.
