Goodra is the only one that isn't just some muh le reference slapped into an existing mon nor a furry bait.
By process of elemination he's the best.
Also he's the biggest winner when it comes to stat changes and movepool.

Basculin/Stantler/Quilfish's evolutions are pretty cool too

I am a huge Goodra fan, but the design itself only makes minor improvement to the design. Ursaluna on the other hand is an absolute unit and has become one of if not my favorite ground-type.
