The games are even aware of this, as you can see by its physical animation where while standing normally, it draws and slices with only one arm. Here's some constructive criticism while we're at it. If its tailfin were longer, it could function as a sufficient counterweight while it stands, and with the right spin it could even be inspired by some sort of flowy samurai robe, nailing both of its major themes in one hit. Fixed.
There are plenty of subjective issues you can have a civil discussion on regarding pokemon's monster design, but this isn't one of them. It's an objective design failure. No matter how fantastical the designs of animal-based pokemon get (gen 8+ notwithstanding because they've given up), they're all still consistent in that their anatomies allow them to move and function without breaking basic laws of reality.
