>>49402543If you're playing GSC, you can catch it as soon as you get Fisher Ralph's number and the Old Rod, provided you get lucky and he triggers a swarm on Route 32. Otherwise you have to wait until the Super Rod in Kanto to catch it normally.
In HGSS, Swarms are postgame, so you have to wait until the Good Rod in Olivine City to then catch it on Route 32. Fortunately, you can go to Olivine City right after beating Whitney, which is what I did, so it's not too bad really.
