So if Clover and Coin in PLA are sisters does that mean Candice (The Gym Leader) and Saturn (One of the 4 Team Galactic Commanders) are related?

I know Saturn was introduced to players 15 years earlier than Coin, but Coin looks like the original design that was genderbent into Saturn. What if Saturn was originally supposed to be a girl but the higher-ups at the time overseeing Diamond and Pearl said that Cyrus couldn't have an all-female crew of commanders?
