No son, you're the one at fault here. There *is* no cover legendary, the likes of which have been shoehorned into the games since zoomies of Gen III clapped to meet Groudon/Kyogre in a cave. There's just an open land with a mountain in the distance - which isn't a Legendary pokémon, much less one stylised as a "cover Legendary".

Same odds as the 3DS and beyond games, but it makes a very audible sound when they spawn. You can save near them and reset to still have them shiny because skittish Pokemon can run away even if they are shiny.
Dunno if legends are shiny locked or not.

I think he needs to try catching a bunch of alphas first and try to report to the prof to see how much research points it gives.
