Nothing indicates Magcargo's body temperature can't be contained by itself, and every appearance and Pokedex entry seems to make it very clear it has a whimsical degree of self-control that it's able to harmlessly traverse terrain without melting the ground below or its surroundings entirely. It's only when it comes into contact with an offending material or it needs to purpose its internal temperature into firepower that this heat is displayed, and even then it's never as damning as your "EVERYTHING ERUPTS INTO FLAMES AND MELTS INTO GOOP" meme images and videos imply.

The reason China specifically was mentioned prior to the Pokemon world's gradual separation from our own world was because Arcanine was partially based on mythological creatures from China, but now that the Pokemon world is its own fantasy world, it's simply a Pokemon revered in "the East" for its beauty and a wide array of folklore it was featured or mentioned in.
