Nothing indicates Magcargo's body temperature can't be contained by itself, and every appearance and Pokedex entry seems to make it very clear it has a whimsical degree of self-control that it's able to harmlessly traverse terrain without melting the ground below or its surroundings entirely. It's only when it comes into contact with an offending material or it needs to purpose its internal temperature into firepower that this heat is displayed, and even then it's never as damning as your "EVERYTHING ERUPTS INTO FLAMES AND MELTS INTO GOOP" meme images and videos imply.
