This entire time Pokemon "shrinking down" to fit into Poke Balls has been a not-so-subtle rip from when it was still conceptually Capsule Monsters, based heavily on Dragon Ball's own Capsules, compact devices that upon activation released a convenient stored resource (temporary lodging, appliances, vehicles, etc.) and said resource could subsequently be contained again if so needed.
