Are there multiple Arceus, Dialga, Palkia and Giratina for every parallel Pokemon world ? Or there is just one Arceus, Dialga, Palkia and Giratina in the entire Ultra Space?

no that's on ryujinx. It's bugged and has lowered resolution all the time but it looks ok on 2x at least
on console it only looks like that on certain occasions when there's a lot going on on screen because it has dynamic resolution
