Arguing about pokemon lore is meaningless because GF puts the same effort into crafting it as the underpaid high school dropout junkie making your coffee at Mc Donald's. They have no genuine love for this franchise and certainly don't care about things like continuity, it is no surprise they keep adding stuff without thinking, constantly setting themselves up for contradiction.
Moreover, pokemon is a franchise that creatively does not factually stands anymore on its own legs. Gen 7 and 8 games were heavily influenced by Yokai Watch, which was extremely popular at the time and threathened to steal Pokemon's japanese market. Legends Arceus is obviously trying to bank (really late) on the open world fad, in particular by trying to copy the aesthetics of Breath of the Wild and Genshin Impact, two very popular games.
Any piece of "lore" that accompanies such commercially motivated gimmicks, like talking rotom appliances, giving smartphones to the player, pokemon being able to fit in not-digital balls, is a bandaid to justify the addition of these elements, not a genuine attempt to expand on the game's world.
