He has to temporarily work for evil organizations and governments to fund his project and spread his secret bases all over the place to take over the city and mountains. With his shapeshifting powers he ends up fucking over all the team aquas, magmas, rockets and stealing all their tech and resources. He ends up evolving his Eevees to legendary levels of power and builds his own invisible sci-fi city. He spreads his influence and grows his army of eevees to take over the world.
