The fuck are you even talking about? PLA is just a Wait Mode ATB. Missing turns isn't even a mechanic in the original ATB games, and CTB games don't have rounds (PLA does). There's actual mechanical differences between ATB and CTB, I'm baffled at how you're conflating irrelevant shit as a way to define which is which.

In ff6 and VII when you don't input fast enough the enemy will attack again. Wait ATB is fake news. PLA is just turn based with the ability to attack twice or three times depending on stats and style.
