It could say you move then the opponent moves, but then when you select an attack, the opponent might use an agile style move, then a priority move, then use a strong style attack (3 moves in a row). So the reviewer means you can't strategize turns ahead when things change every attack.
And what the review describes isn't set style. In this game, for example, you can KO a trainer's enemy pokemon, and then when they send out a replacement, that pokemon can attack yours right away before you pick a new move. In set style, the trainer sends out a new pokemon, then you both pick a move, and the faster one goes first.
I'm not defending anything above, I'm just laying out what is actually being said, because people either have poor reading comprehension or don't have enough info about the gameplay to understand.
