One's meant to be a wall, the other a wallbreaker.
Usually they just note alternative spreads in the description but I guess they figured both were equally effective and neither merited being reduced to a footnote.

the pages are made by different people. one person can choose to make 2 completely separate sets while the other chooses to make one set while mentioning niche alternatives that dont have hyper-specific spreads ("max hp and defense" is a lot more understandable to mention offhandedly compared to something like "252 hp/168 def/88 spdef")
