Rock is not immune or even resistant to electric, yet genwunners came to think it is due to all they did. Rock provides Ground with it's resistance to Fire and Normal. Ground brings immunity vs. electric, resistance to poison as well as rock itself. Rock is Ground's answer to flying pokemon. Outside of grass/water being 4x on them (although both don't resist rock at least) the combination is good.
GF just never gave us any fast mons with it and it was before trick room, because coverage in gen1 was so hilariously bad that things ran normal moves which you could switch into then.
You can thank GF coverage spam and balancing for all the issues you are thinking of now, but Rock/Ground did nothing wrong.
It would be even better if Steel didn't exist, and you could arguably remove Steel, Dark and Fairy right now which might absolutely fix the metagame. Maybe Dragon has to go as well.
