I love Kanto from a design perspective, but it'd probably be kinda shitty to live there unless you're pretty affluent. It's a crime-ridden metropolitan area where property is likely very expensive (even out in the boonies) and taxes are extremely high. Plus, if it's supposed to be Tokyo, I'd guess it's pretty cloudy and dreary a lot of the time.
And it's not like Hoenn is some rural place with nothing to do. Rustboro, Slateport, and Lilycove seem like reasonably bustling places.
