Being able to migrate your collection to the newest game was always part of the experience (and was a valued mechanic, judging from the lengths GF went to preserve it with cross-gen transfers). With the existence of Bank and Home, I guess GF felt they didn't have to do that anymore, although as a fan it feels cheap that what was once a free service, is now $15 a year.
Dexcut was never about "omg muh-all Pokemon". Plenty of spin-off games, like Mystery Dungeon, Ranger, Conquest, Snap, Pokken, Go, Masters, etc do just fine without all the Pokemon. It was an always a consumer movement, as people felt they were entitled (and rightfully so) to a better product. And it's not a 1 Pokemon = 1 Content thing, its a matter of service. Its convenient to have your entire collection, and all your battles and trades in one game, rather than spread across various platforms Gamefreak can then monetize.
