Held items and abilities add another layer of depth to the competitive metagame. This game is focused on the single player, and I guess the in-universe excuse is that the full abilities of Pokémon hadn't been researched yet, so it is reasonable to exclude them (though I don't think they couldn't work).
Presumably they will return in the next, more traditional game.
