Are alpha Pokémon random? Because I’ve seen someone encounter a alpha rapidash in the same area as me.

Some are random some have predestined spawns. Rapidash is one of them.

I think some are hard-coded to spawn in certain areas (Rapidash, Bibarel, Snorlax, etc.) while others are random.

Every pokemon can be alpha, so yeah, you may be lucky and encounter even such ridiculous bullshit like alpha Bidoof etc.
However there is also a bunch of predetermined Alphas in each area, so for example that Rapidash always be here etc
