A long time after any other game. A random guy literally becomes father of a third-fourth grade schooler. Game was also released in 2010, so based on the OG adventure it's fair to assume that's when the game takes place. Either 2009-2010 or 2010-2011

Confirmed to be two years after the previous game, so 2015-2016. 2016 is also the year of release and marks the 20th anniversary of the franchise, and the Pokedex mentions Porygon (who was just made with the most recent technology in RG) is 20 year old by then. 20 years after RG, then, 2016 (no, Anabel disappearing 10 years before SM doesn't mean RG/RS take place 10 years before SM, she was already a Frontier Brain when she disappeared so it happened after these games).

In both the Pocket Monsters guide from 1996 and the Pokemon Daisuki article from 2014 they reference professor Nishinomori, the guy whose investigations lead to the creation of the Pokéball in 1925. The most advanced technologies show a Meiji era world at the very least and professor Lavender mentions Pokéballs being a very recent invent, so around 1925 should be fine. In fact, 1926 is the end of the short lived Taisho era (which came right after Meiji) and it's exactly 80 years before the release date of DP and almost 100 years before the irl present. This pretty "convenient" coincidence points towards 1926.
