The devs didn’t really decide which Pokemon should or shouldn’t be aggressive by their lore. They probably just looked at them and thought “yeah that one looks sort of threatening” without even reading their dex entries.

I found most (all?) of the fully evolved bugs to be weirdly hostile and able to see you through grass stealth and chalked it up to some compound eyes bug trait. Not that parasect has functional eyes. Parasect's Legends dex entry says shroom-less Parascets do nothing but lay on the forest floor, Parasects probably don't have much drive on their own which is how the mushroom takes control, or something.

Save before you go near the area they appear on, and get some berries ready to distract them so you can get closer and hit the ball from behind. And get ready for the next one while the ball shakes. If they get out, you can keep bombarding then before they have time to finish their teleporting animation, so it's pretty guaranteed to catch them at this point.

I can tell you’re not a long term fan! Paras and parasect are actually based on parasite (not the crabs themselves). The idea is that while the crab may be docile, the parasite is very aggressive
