The issue is that a lot of people are constantly rotating teams instead of sticking with a dedicated 6, so of course they're going to be underleveled and get butt fucked by a competent trainer of 6 high level pokemon followed immediately by a 2 stage level 70 boss fight.
Also, Volo doesn't cheat. He fights you with a team of 6, then Giratina shows up out of nowhere, fights you immediately, loses, then spergs out to fight you in his origin form. People are making it seem like he has 8 Pokemon in his inventory and that's straight up not true.
