Lastly change hail to give a +10% chance for all moves used by Ice types to freeze (ex. in hail Froslass could use Shadow Ball to freeze 10% of the time, or Ice Beam 20% of the time). You've now removed most of the RNG from freeze, allowed for more counter play with using a fast partner to thaw you out early, and buffed Ice types with a buff that fits their glass cannon theme. Ice types in hail would be about setting up shatter combos on frozen targets.
