Pokemon males are generally pretty goofy looking, and if they're not then there's some sort of catch to it like Colress's internet explorer hair or generally the less conventional art styles of ye olden pokemon, and the writing is always either nonexistent or dull.
Volo doesn't look particularly goofy (until the stupid fuck arceus hair and "I'm going insane" eyes) and follows you around like some sort of excited dog featuring some teasing then goes into "I can fix him" mode. Also not a shota. Surprisingly close to otome material.
