How do you get on top of the waterfall? Do you need to fly? I don’t have that yet. And isn’t there a blissey up there?

I’ve tried doing that but the fog appears. And from the front I can’t get up there.

The area with Blissey is about halfway up on the left when facing the waterfall, not directly above it.
