Nope, the Dialga, Palkia and Giratina you capture in Legends are the full power real deals, but they're holding back in battles under your command because their true power would quite literally be too much and threaten the fabric of reality into a world end scenario.
The Arceus you can obtain, however, is nothing more than a "piece of itself" in the form of an avatar representing its Thousand Arms, because the actual Arceus is literally unfathomable in every sense without abstracting itself into a simple concept such as the light it chooses to convey itself as in the opening and other parts of the game.

There's nothing saying Arceus can't make multiple bodies for itself while its consciousness resides in another plane of existence.

And if Arceus can do that, then there's nothing saying Dialga and Palkia can't do the same.

Arceus literally is able to created more Dialga, Palkia and Giratina if it wants to, proven by the HGSS event.

We know via LA that the Arceus we have is only a tiny piece of it, an avatar its allowing us to use, and not the real one, this also retroactively implies every time Arceus has been caught it has only been an avatar, and the real Arceus is above this.

Arceus (the glowing orb flavour) allows you to re-test yourself vs the Legendaries.
The fact you get a pocket aspect of God the Creator for your very own at the climax of the whole endgame kinda allows you to do whatever the fuck you want, if Arceus feels you're worthy of it (and due to hand-picking you to send back in time, it knows and understands you wouldn't abuse this newfound power).
