I caught a shiny Sneasel and a shiny Staravia during outbreaks.Seeing as they were the first mons I saw in the area during the outbreaks I would say that the odds are better (or shinnies are just more common in the game).

What I don't get is some Pokemon going full retard in outbreaks. Caught all four voltorb from first wave literally in seconds, while wearing stealth spray and crouched in tall grass and a smoke bomb. Somehow every voltorb after spawned angry. Despite never seeing anything. Same with growlithe and bergmite.
