Sinjoh Ruins event in HGSS literally features Arceus (or, to be exact, a literal "piece of Arceus", showing even a fraction of itself can do THIS much) creating a Creation Dragon out of LITERAL nothingness.
Arceus literally creates a preordained timeloop in order to assure all goes to its Grand, Absolute Plan. The events of PLA cannot happen without the events of DPPt, but DPPt has not yet happened in the timeline, meaning Arceus is beyond the boundaries of spacetime as they're developing.
Arceus cannot be truly gazed upon in its full, original form, for the mortal mind cannot comprehend it, only the abstracted appearance of a "piece of itself".
As Arceus created the Creation Trio, the Lake Trio and presumably all other embodying Legendaries and Mythicals, and Legends implies all of them are merely functions of the greater Arceus, it can thus be presumed based on all of those Pokemon shaping the world as we know it and blessing standard Pokemon and humans alike with the aspects that make up their existence, Arceus' nature as a Creator God is that All is Arceus, and Arceus is All.
