>>49552932They're controlled by grit items. So you can use grit to raise a pokemons effort level up to 10. But technically, just getting it up to 3 counts as 31IVs in a typical pokemon game. Grit items are insanely each to come by, so its easy to many literally any pokemon "perfect" with what equates to 31 IVs.
The only thing you have to be autistic about is natures, but even then, mints are available.
